For large, viable systems, steer them with a light hand.

In large systems, a twitchy hand on the steering wheel creates huge amounts of thrash and unintended consequences.

Whiplash in an org from twitchy drivers is expensive (all of that movement and sprinting of huge numbers of employees) and also really hurts the employees being whipped around!

But in a small, not-yet-viable system, you want more of a heavy hand.

The most important thing to do is steer it to a thing that could become viable.

As a small system, it responds better to steers, with fewer indirect consequences.

In small systems that are not yet viable, the direct benefits of steering outweigh the small indirect costs.

In large systems, that reverses.
