When smaller droplets touch, they are pulled into a larger droplet, with much less surface area for the same volume.

Surface tension contains energy, so there's now energy that is freed up.

That energy in the contraction has to go somewhere, and it can't go against the fixed surface, so it blasts it off away from the surface.
