As people gain experience and know how they improve.
People typically want to do a good job.
So in a non-dysfunctional environment, people are typically constantly doing the best work of their career, ratcheting up what good looks like for them.
If most people in an org aren't doing the best work of their career, that's an indictment of the org, not the employees.
Even the best employees can't do great work in a toxic environment.
