"Local first" is not about everyone running locally.

Instead, it's about "if you can't run it locally if you choose to then you don't have full agency".

Most people won't run it locally, but the ability to run locally is what shows you you have control over it.

Same with the ability to fork. You fork rarely. It's that you credibly could.
