This model can allow more efficiently aligning on a specific, opinionated, high-taste vision.
A major downside: if there's a thing in the collective blindspot of the chefs, the organization cannot possibly address it.
Only chefs create unexpected upside; line-cooks can only reach the height of whatever thing they were told to execute.
