Because if the use case were viable as an app it would be an app.

Apps are large.

But it's a mistake to see that each thing individually is small and conclude that therefore the potential for situated software is small.

A huge swarm of small things, that in mass is an order of magnitude larger than the use cases that are viable in apps.
