That makes it more likely the populace notices.

It's a Hail Mary.

Autocracy is possible with a fast, too-late-to-resist shock-and-awe or a Hungary-style slow boiling of the frog.

But the middle is fast enough for the populace to notice and slow enough for the them to be able to do something about it.

Humor that calls out the leader is the way to push back.

Remember, a would-be authoritarian wants a violent confrontation.
