Caring deeply about quality requires making tradeoffs.

E.g. investing significantly in expensive QA, doing the continuous refactoring work to clean up a jenga tower to make it into a pyramid, or pivoting much less often.

If you don't make a tradeoff, then you're cosplaying at quality. You're just doing the superficial components: the optics, not the fundamentals.
