In such a situation if you act with integrity you are knocked out of the game.
So you do some bad faith tactics to stay alive: "I'm just doing this for now, to get to a stable situation where I can act with integrity".
But it never ends, you have to do more and more.
And meanwhile people watch you work without integrity and think about you "I'd be happy if they were no longer here, they're clearly not acting with integrity."
Deeply dysfunctional orgs irreparably taint the leaders who are in them and make them hollowed out husks.
