Encrypted data that is public has a lock that will automatically open at some point in the future.

It's locked now… but in the future if someone cracks that encryption scheme, then all public data encrypted with it, which was previously private, becomes public.

Luckily lots of data has a short half-life; in the far future when the lock pops open, the data's ability to harm will have been curtailed.
