      • A lot of random stuff happening, nothing cohering.
    • A consistent goal is required for the various components to start to accrete into something larger.
    • Once accretion happens it tends to self-accelerate.
      • The emergent goal becomes more obviously the thing to pull towards.
      • The gravitational pull gets stronger and stronger.
    • Goals can also emerge bottom-up, as some random bit of noise turns out to work, and other agents see it work and start orienting toward it.
      • The more that others orient toward it and build on it, the more likely other agents also see it and orient toward it.
