Alison Gopnik has an interesting theory of empowerment as a bridge between Bayesian Causal Hypothesis Testing and Reinforcement Learning.

In reinforcement learning, empowerment is an intrinsic reward function for "maximizing the mutual information between [the agent's] actions and their outcomes".

This interpretation makes the claim that causal learning happens fundamentally due to empowerment and vice versa.
