It removes option value.

You set a future outcome as a fixed point to pivot around.

That's why individuals often would rather not coordinate if it doesn't help them achieve a thing with the collective that they care about.

If people believe in the power of that particular collective they are willing to surrender some of their autonomy to it.

Without people seeing the collective as a thing worth investing in, you get an incoherent swarm.
