Mass protests erupt when there's a general anger simmering and then an inciting incident causes a cascade.

The inciting incident forms a schelling point that has to stand out as obviously beyond the pale to get to the critical mass where the compounding anger can accumulate on its own.

But a flood the end zone with shit strategy aims for a confusing background mess.

Nothing stands out as obviously the thing to coordinate around because there's lots of candidates.

It's like a three stooge syndrome model of gumming up coordination.

Coordination happens not due to the absolute magnitude of the signal but the prominence of it, the differential strength of it compared to alternatives.

The one bit of good news is that if the anger is strong enough a cascade is inevitable, just hard to predict when it will explode onto the scene.
